The 1999 Order allows the Commissioners to specify exceptions to the principle of appointment on merit on the basis of fair and open competition.
These exceptions are made in General Regulations approved by the Secretary of State. The Regulations currently permit six categories of exceptions. These are listed in the General Regulations 2007 and explained more fully in the Recruitment Code.
